Zé Luiz - José Luiz Anunciação Bernardes - é filho de Cachoeira. É um advogado conhecido por suas lutas pelos direitos dos despossuídos, e por uma justiça justa para os direitos de todas as classes da sociedade.
Zé é um amante da cultura, tanto a nativa do Recôncavo quanto a que está além das fronteiras do Brasil.
Zé foi secretário de cultura de Cachoeira, sendo responsável, entre outras coisas, pela construção do Cine Theatro Cachoeirano.
Zé também é presidente da Associação dos Produtores de Licor de Cachoeira.
Como vereador, o mandato de Zé tem sido o de melhorar a vida de todos em Cachoeira, tanto de forma intangível quanto tangível.

I'm Sparrow. I built this matrix so that every creator on the planet would be conceivably findable and accessible from all others, beginning with musicians in Bahia, Brazil. The matrix combines recommendation by both artificial and human intelligence (human preferred) and the small-world phenomenon (responsible for the fact that most humans are within 6 steps of most others) in a simple but powerful manner which has never been used before.
