In his role as the International Partnerships Manager, James focuses primarily on overseeing and fortifying the City of Boston's global relations in the realms of friendship, trade, understanding, and cooperation. He takes charge of coordinating and hosting visiting international delegations on behalf of the Mayor, supporting Sister City agreements and cooperative initiatives between Boston and international counterparts. Additionally, James actively engages with the Consular Corps and other international partners both in Boston and on the global stage.
Before joining the Global Affairs team, James spent three years as the Liaison to the Boston City Council in the Mayor's Office of Intergovernmental Relations. In this capacity, he played a pivotal role in promoting and advancing the Mayor's agenda at the City level, advocating with the Council and other stakeholders. James served as the principal liaison in facilitating interactions between the Mayor, members of his Cabinet, Department Heads, and the Boston City Council.
Originally from Port-au-Prince, Haiti, James has called Boston home for over thirty years since moving to the U.S. His life's dedication revolves around serving others. He earned a BA in Political Science and Foreign Languages from Salem State University, followed by an MBA in International Management from the Middlebury Institute of International Studies at Monterey. With fluency in English, French, Haitian Kreyol, and Spanish, coupled with a working knowledge of Portuguese, James is a skillful bridge-builder and an effective communicator.

Ele obteve um Bacharelado em Ciência Política e Línguas Estrangeiras pela Universidade de Salem, seguido por um MBA em Gestão Internacional pelo Instituto de Estudos Internacionais de Monterey, da Universidade de Middlebury.
