  • Bio: Especialista em Políticas Públicas e Gestão Governamental do Estado da Bahia e pesquisador do Observatório de Economia Criativa da Bahia. Mestre em Administração Pública (Harvard Kennedy School) e Cultura e Sociedade (UFBA). Atuou como Chefe de Gabinete da Secretaria Estadual de Cultura da Bahia (Secult-BA) em 2007 e 2008 e como Superintendente de Promoção Cultural da Secult-BA de 2009 a 2014. Em 2013 foi um dos fundadores da Rede Nacional de Gestores de Fomento e Incentivo à Cultura. De 2015 a maio de 2016 atuou como Secretário de Fomento e Incentivo à Cultura do antigo Ministério da Cultura. Entre 2018 e 2019 foi Bloomberg Fellow no programa Bloomberg Harvard City Leadership Initiative. Conselheiro municipal de cultura de Salvador no biênio 2020-2021.

    Specialist in Public Policy and Governmental Management of the State of Bahia and researcher at the Creative Economy Observatory of Bahia. Master in Public Administration (Harvard Kennedy School) and Culture and Society (UFBA). He served as Chief of Staff of the State Department of Culture of Bahia (Secult-BA) in 2007 and 2008 and as Superintendent of Cultural Promotion at Secult-BA from 2009 to 2014. In 2013 he was one of the founders of the National Network of Development Managers and Incentive to Culture. From 2015 to May 2016 he served as Secretary of Promotion and Incentive to Culture of the former Ministry of Culture. Between 2018 and 2019, he was a Bloomberg Fellow in the Bloomberg Harvard City Leadership Initiative program. Salvador's municipal councilor for culture for the 2020-2021 biennium.

The matrix was born in Salvador's Centro Histórico, where Bule Bule below sings, among magisterial colleagues for whom this matrix was originally built, "Chegou a hora dessa gente bronzeada mostrar seu valor... The time has come for these bronzed people to show their worth..."

The matrix provides a means by which those above, those below, and EVERYBODY ELSE in the creative economy can be divulged everywhere. Something new under the sun.

Quincy Jones can curate Gilberto Gil, for example. And Gil can curate, writers, dancers, filmmakers, painters, record producers, set designers...

And by the mathematics of the small world phenomenon, everybody in the matrix will tend to proximity to everybody else, in the same way that most human beings are within some six or so steps of most others.

The difference being that in the matrix, these steps are along pathways that can be travelled. The creative world becomes a neighborhood. Quincy Jones is right up the street and Branford Marsalis around the corner. And the most far-flung genius you've never heard of is just a few doors down. Maybe even in Brazil. Laroyê!
